The Senior Project Controls Manager is responsible for establishing, implementing and managing project controls processes across the START Campus development portfolio.

This role provides strategic oversight of project planning, scheduling, cost management, risk management, forecasting, reporting and performance analysis, ensuring projects are delivered safely, on schedule, within budget and aligned with business objectives.

The Cargo will work closely with Design, Construction, Commissioning, Operations, Finance and Executive Leadership teams while managing external consultants, contractors and project controls partners.

Key Responsibilities

• Lead the development and implementation of project controls standards, methodologies and governance processes.
• Drive consistency in reporting, forecasting and performance measurement.
• Develop and maintain project controls procedures, KPIs and management systems.

Planning & Scheduling

• Oversee development and maintenance of integrated master schedules.
• Review contractor schedules for accuracy, logic, resource loading and critical path analysis.
• Monitor project progress and identify schedule risks and recovery opportunities.
• Lead schedule reviews and progress validation exercises.
• Conduct critical path, float and delay analysis.

Cost Management

• Manage project budgets, forecasts and cash flow projections.
• Monitor project expenditures and commitments.
• Lead earned value management (EVM) and cost performance analysis.
• Identify cost risks and opportunities.
• Support change management and contingency management processes.

Risk & Opportunity Management

• Develop and maintain project risk registers.
• Facilitate risk identification workshops and mitigation planning.
• Monitor project risk exposure and effectiveness of mitigation measures.
• Support executive decision-making through risk-based reporting and analysis.

Reporting & Governance

• Produce executive-level reports and dashboards.
• Develop performance metrics for schedule, cost, quality and delivery.
• Present project status updates to senior leadership.
• Support project governance forums and steering committees.
• Ensure transparency and accuracy of project performance reporting.

Contract & Commercial Support

• Support evaluation of contractor claims and schedule impacts.
• Participate in change order reviews.
• Assist commercial teams with forecasting and financial analysis.
• Provide schedule and cost assessments for contractual matters.

Stakeholder Management

• Coordinate with:
• Design teams
• Construction teams
• Commissioning teams
• Operations teams
• Finance teams
• External contractors and consultants
• Act as the primary point of contact for project controls matters across the portfolio.
